Feasibility Study For New 150 KV Transmission Line Comoro-Aileu

1.	Identifiction and Contract of the Contracting Entity:

2.	Object of the Tender:
To obtain qualified consultant, in order to carry out the services of feasibility study for new 150KV Transmission Line which are outlined in the RFP (Request for Proposal) documents. Therefore, the EDTL, E.P. would like to invite eligible Consultant to submit their proposal for the above-mentioned services (the Contract) through a fair, transparent and competitive process in accordance with the Timor-Leste Law (PLR 22/2022) and international best practices;

3.	Type of Procedure:
The tender adopted a two-envelope system wherein the Proposal comprises two envelopes submitted simultaneously, one containing the Technical Proposal and the other the Price Proposal, enclosed together in a sealed outer envelope.

4.	Participatin in this tender is open to all interested International and Local Consultants;

5.	The Project located in Dili & Aileu;

6.	The maximum budget for this assignment is US$ 219,281.60 inclusive of taxes, proposal quoted exceeds maximum budget shall rejected

7.	The proposal proposed with a value does not reach 70% of the value of the procedure is considered abnormally low bid/proposal;

8.	Duration of the Contract: 6 Months;

9.	The Services comprises of 23 person-months of International Key Expert, with a time period of 6 months from notice to proceed;

10.	A firm will be selected under the Quality and Cost Base Selection (QCBS) with Technical and Price weight of (80:20) as described in the RFP document. 

11.	The technical proposal will be evaluated based on the Qualification of the Firms (The Consultant has successfully completed at least 1 similar projects with a minimum value of contract is US$ 130,000.00 over the past 10 years as a Single Entity or Joint Venture Partner), Approach & Methodology and Experts CV. The minimum technical score (St) required to pass is: 75%;

13.	Price of the RFP Document:

The RFP document (PDF copy can be purchased by interested consultant on the submission of a written application to the address above and upon payment of a non-refundable fee of One Hundred US Dollars (US$100.00) by Bank demand draft in favor of the EDTL E.P to the one of the following Bank Account:

14.	A pre-proposal conference will be held at 1000 hours local time on 12 December  2025 at the same address specified above.

The pre-proposal conference is not mandatory “optional” for consultant who do not participate in the pre-proposal conference their proposal will not be rejected and will still be considered.

15.	The RFP Document will be available on 1st of December 2025.

16.	The proposals must be received in the Tender Box located at the same address specified above no later than 1500 hours local time on 20 January 2026. Late proposals will be rejected.

The Employer shall not be liable for any costs or expenses incurred by the competitors in connection with the preparation of the submission of proposals (tender).

17.	Technical Proposals will be opened immediately after the closing time for the submission of the proposals at the same address specified above in the presence of consultants who wish to attend;

18.	 The Performance Guarantee and Quality Security for execution: The selected 
Consultant (winner) will provide an Execution Guarantee of 5% and a Quality Guarantee of 5% of the contract value. In cases where the Proposal is considered Abnormally Low, the Performance Guarantee will apply to 10% of the contract value;

19.	  Validity of Proposal: shall be 150 days;

20.	Award Criteria: The Best Technical Quality;

21.	Firms who have debts with public institutions, their proposal will be rejected and considered as not responsible.


22.	Obligation to pay the taxes:
The consultant is required to pay all the applicable taxes in accorndance with the RDTL applicable law.
