1.	Proof of at least one successful implementation of an e-Construction Permitting System by the Institution/Municipality that has been in production for at least two years. 
2.	A written letter of recommendation on the Institution Letterhead by the institution where the e-Construction Permitting System was successfully implemented.
3.	At least 2 million USD in annual revenue in the last three years (2020, 2019, 2018)- please submit signed copy of the annual business income statement. The dollar exchange rate on the last day of the year will be used (December 31).
4.	The Bidder needs to provide a copy of a valid and active certificate for at least the following quality standards: 
a.	ISO 9001: 2015, the international standard for established Quality Management System
b.	ISO 20000-1: 2018, the international standard for established IT Service Management Systems
c.	ISO 27001: 2013, the international standard for established Information Security Management
