I.	BACKGROUND
As part of the implementation of the National Development Strategy 2020-2030 (SND 2020-2030), the State of Cameroon has defined the development of new hydroelectric projects in public-private partnership (PPP) mode as a method of increasing the supply of electricity production at lower cost.
In this context, the State of Cameroon and Electricité de France (EDF) decided to co-develop a major hydroelectric scheme on the Sanaga River. The installed capacity of the Kikot-Mbebe hydroelectric plant is 500 MW. It will be equipped with a dam around 1,200 meters long and a plant with 6 Kaplan turbines, each with a capacity of 83.3 MW and with a fall height of around 35 meters.
This hydroelectric power plant will thus play a major role in the development of the Cameroonian economy and the improvement of living conditions for the country's population.
To implement the Kikot project, a project company under Cameroonian law called Kikot-Mbebe Hydro Power Company (KHPC) was created on September 25, 2023. The State of Cameroon and EDF each hold a 50% stake in KHPC.

II.	PURPOSE OF THE ADVERTISING NOTICE 
As part of the implementation of this major project, engineering, procurement and construction services are to be entrusted to third parties by KHPC under an open competitive process which will include a pre-qualification phase for the design, execution and commissioning of contracts with the following provisional scope:
- Civil engineering contract, known as "GC", mainly comprising civil engineering works and hydro-mechanical equipment for the factory dam, including steel structures,
- Electromechanical contract, known as "EM", corresponding to electromechanical work and equipment for the hydroelectric plant, as well as plant’s residual civil engineering work,
- “Line & Substation" contract, covering the energy evacuation line, the energy evacuation substation and the plant/substation links.

III.	CONDITIONS OF PARTICIPATION 
KHPC specifies that participation in the prequalification process will be open to all companies or groups of companies, provided that they are not subject to any bans or suspensions from the State of Cameroon, the World Bank or the International Finance Corporation (IFC) at the time of the deadline for submission of applications. 
The pre-qualification process should be launched at the beginning of the last quarter of 2024.

It is in this context that KHPC hereby invites Contractors/Consortia of Contractors potentially interested in participating in this future pre-qualification phase to make themselves known, provided they have the following key skills and experience:
1.	Construction of large reinforced concrete and embankment dams,
2.	Construction of large power plants, in particular hydroelectric power plants,
3.	Design, supply and installation of energy evacuation equipment (high-voltage substations) and transmission lines (400 kV),
4.	Proven ability to meet the highest environmental and social standards,
5.	Ability to work with Export Credit financing.

IV.	SUBMISSION OF EXPRESSION OF INTEREST 
Expressions of interest may be submitted with a view to subsequent pre-qualification for one or more Contracts.

Interested Contractors/Consortia of Contractors should express their interest to KHPC at the contact details below, specifying the following content:
(i) the name of the Contract(s) concerned and the position envisaged at this stage (single firm or consortium, subcontractor, etc.),
(ii) contact details (company name, surname, first name, position, telephone number, e-mail address),
(iii) a brief description of the main activities of the Contractor/Consortium of Contractors, and
(iv) a brief description of financing via Export Credit support and the associated terms and conditions.
Expressions of interest should be sent exclusively in the following form: 
- to the following two email addresses: appeloffres.kikot@khpc.cm, and projet-kikot@edf.fr,
- with the following subject line: " Expression of interest following the notice of advertisement for the KIKOT-MBEBE Hydroelectric Power Plant project",
- enclosing as an attachment a duly signed official letter containing the above-mentioned information,
- until September 6, 2024 at 5:00 pm (local time).

It is specified that admission to the prequalification process will not be limited to Contractors/Consortia of Contractors having responded to the present notice of advertisement, the latter only allowing respondents to be assured that they will indeed be recipients of the notice of publication of prequalification to be issued at a later date, in parallel with the usual wider means of publication.
